Milford man accused of raping child in Dover

DOVER - Delaware State Police Detectives arrested a 54-year-old Milford man Monday in connection with allegedly raping a 10-year-old male, spokesman Master Cpl. Gary E. Fournier said.

Police said an investigation began on Sept. 24 when detectives learned that Ronald G. Luttrell had allegedly committed the acts while staying at a unit block residence on Weeping Willow Court in Dover. The victim reported the sexual assaults to a family member after he was sure Mr. Luttrell had moved out of the house, police said.

Police said the incidents occurred July 20 and 21 when the victim was staying with a relative at the residence. Luttrell, who was an acquaintance of the home owner, was temporarily staying at the house where the sexual assaults occurred.

On Monday, Mr. Luttrell was picked up at a residence in Milford. He was brought back to Troop 3 near Dover and was charged with three counts of unlawful sexual contact, two counts each of first-degree rape, endangering the welfare of a child and indecent exposure and one count each of attempted first-degree rape and attempted unlawful sexual contact.

Mr. Luttrell, whose address was listed in the 100 block of Pritchett Road in Milford in court documents, was committed to James T. Vaughn Correctional Center near Smyrna on a $280,000 secured bond. He was listed as retired in court document.

On Monday, Mr. Luttrell was also charged in a separate case with a misdemeanor failure to report an incident, court records said.
