Where did the Lower Slower Delaware saying come from?

First that I ever heard that expression Slower Lower below the Canal was rightly just a few years ago! When those Mindless Hateful Senseless Tea-baggers down thar decided to support and run that thar Christine O'Donnell for a United States Senate Seat!!! Rightly before I had never ever heard that thar expression, maybe many years ago it was used to denote the slower pace of living laying on the Beach all day in Rehoboth or Bethany stuffing boxes of Dolle's World Famous Salt Water Taffy and Thrasher's French Fries in Yo face like there's NO tomorrow!!!! But that thar Christine O'Donnell and her Tea-bagger supporters took that thar expression SLOWER LOWER and elevated it to a whole NEW level a new plataeu gave whole NEW meaning too "SLOWER LOWER" When they shouted down Ole' Congressman Mike Castle at one of his Town Hall Meeting's shouting "I WANT MY COUNTY BACK" what ever in all HELL that means is anyone's gues??? Oy vey!
