Yes, the state should be helping. But I don't understand why a shelter who states "Safe Haven's goal is not to reunite lost dogs with owners' would be the best choice for animal control. There is a recording of that on KCSPCA's Facebook, should anyone question it. Yes, there are unowned strays. But there are also dogs who break a leash, who run at fireworks, who get out of a fence, and are loved very much and wanted back home. I also want to know when they will be actually doing animal control. I've been told they won't check for microchips, they don't have trucks or animal control officers or any facilities ready actually fulfill their contract. Are they going to run up here in their personal vehicles and pick up aggressive dogs to haul down in their back seats?

Safe Haven's Director, Ann Gryczon, stated implicitly that they would attempt to reunite the dog with their owner IN THE FIELD! What you are hearing is from the SPCA Leadership who are very upset that the Levy Court did not agree to their demands for a 70% increase in funds for their contract, ending the contract one year early. Their contract will officially begin on July 15, giving them time to obtain air conditioned vans, and to train Animal Control Constables. The reason for the delay was that the SPCA Leadership waited until the last possible minute to make their demands, leaving Levy Court very little time to recover and seek alternatives.
It is sad that people don't take better care of their dogs and ensure that they are in the house. ANY dog outside in this weather should be considered abuse and should be referred to the SPCA for investigation, as the SPCA still investigates abuse per their State Contract.

The KSCPA is not taking issue with Safe Haven providing dog control to kent county residents. the issue is that kent county levy court was negotiating with them in february of this year, but failed to have a rfp process to award a contract to them, hence a secret emergency contract was awarded. this is a violation of your code of ethics.
also kent county residents are being billed the same amount for a major reduction in service. animal control service is no longer offered to kent residents, this will create major issues as the year unfolds. The KCSPCA has provided pro active enforcement during the last five years, thereby ensuring compliance with state laws.
lets hope there are positive outcomes to the issues at hand, and that justice is served.
