@CamdenHarry, Woah Big Boy! You have not heard from me on this subject. You are ready to throw me under the bus and based on allegations from the SPCA website, their Facebook, or these Forums? That is unfortunate. Let me respond to each of your comments concerning me:
If Kent County Commissioner Mr. Jody Sweeney chooses to become your personal puppet on the Kent County Levy Court so be it and if he pays the ULTIMATE price at the polls come this November so be it with that too!!!! Mr. Sweeney should know that he is supposed to FIRST serve the VOTER'S of his DISTRICT on the Kent County Levy Court then all the other VOTER'S of Kent County concerning issues of importance that may come before the Levy Court! If Mr. Sweeney chooses to take up sides with OUTSIDER'S who do not reside with in his DISTRICT of the Kent County Levy Court that is only a decision that Mr. Sweeney can make by himself I am the puppet of the 29,000 residents in the 5th District first, then the rest of the 160,000 residents of Kent County. It so happens that Ms. Samardcza led me to a constituent IN THE 5TH DISTRICT! I represent them and only them, as my Oath of Office states, not special interests, nor personal interests. It is nice when they come together in a plan, but the residents come first.
My #1 concern is that Kent County have an effective Animal Control Program at the LOWEST possible $$$ COST to us Kent County Taxpayers period! I will not sit idly by as OUTSIDER'S decide to pick my pocketbook so as too fulfill their own little personal agenda what ever that might be!!!! Far as I am concerned the Kent County SPCA was doing a FINE job of maintaining a Effective Animal Control Program here through out Kent County over these past several years! If the Kent County Levy Court finds that they can operate an effective Animal Control Program just as effective or more so than the one offered by the KENT COUNTY SPCA over these past several years more power too them!!! But abeit at the "LOWEST" possible costs including start-up costs factored in over the next 10-years included going forward!!! It is always quite easy to put forth other folks Property Taxes in order to fund one's very own personal agenda concerning any number of issues per se! But I personally DO NOT have the financial resources to fund yours or anyone else's personal agenda(s) nor do I particularly care to do so! This whole problem started with the Kent County SPCA asking for a 70% increase in their contract, from $768,000 to $1,300,000 per year. THAT was going to require a property tax increase. We DO NOT HAVE the County funds to pay the increase! If it was MY money, I would have given it to them willingly, but it is YOUR money, and I am very frugal with your money, and when I do have to spend it, I want accountability for it. Can Levy Court do it cheaper than the SPCA? We think so, but we have not had enough time to completely vet the options, and the KC SPCA walked away from the negotiations AFTER ending their 3-year contract with us ONE year early! I do not want County Taxpayers paying nearly double for a service that many of them are not happy about, has no oversight or accountability, and is not responsive to complaints. You were on board with my arguments against the Camden-Wyoming Sewer and Water Authority, and the KC SPCA is in the same class of organizations. At least the CWSWA had public meetings!
Many of us Kent County Property Taxpayers are just as passion about NOT seeing our Hard Earned Tax $$$ wasted as Yo and your associates are about your own little personal agenda's period. Ms. Samardcza is a County resident and has not dictated to me or any other commissioners that we should or should not contract with the KC SPCA. She has offered her opinions, no more than EVERYONE else who has contacted me both in favor or opposed to a KCSPCA contract. Her desire was that IF WE DID CONTRACT WITH THEM, there should be oversight. The only personal agenda is to make the Dog Control services better, more responsive to residents, and to get it done right. Most residents want the same thing.
