I would ask that you continue to negotiate in good faith with the SPCA instead of calling the papers to complain about them, comment on their business practices and demand that they continue to provide services without proper reimbursement.

Veritas, But something will have to be done over the next few months? By fall this will be a very serious problem NO doubt! Because in HARD times like these folks are letting their animals roam free abandoning them left and right because many can NO longer afford to feed them provide much needed vet care etc! We have a dog and recently I told the Mrs. between Food, Dog-treats, Annual Vet-care and a few toys now and then we expense roughly $500 per year in our ownership duties! NO has to be a Rocket Scienist to understand with folks losing their jobs their homes and our Federal and State Goverments cutting Unemployment Benefits and other Social Service Welfare Benefits and NO doubt that trend will accelerate over the next few years! That this Animal Control Problem will mushroom very quickly, I do not want HIGHER Kent County Taxes either but this problem will have to be addressed by our Kent County Levy Court Commissioners whether they like it or not! I know for a "FACT" that our Kent County SPCA has struggled mightly over the past few years in trying to keep up with this over-whelming problem of Animal Control not only here in Kent County but through out the entire State of Delaware since this severe economic down-turn began and with NO relief in sight as to our economic malaise! I am afraid that us Kent County Taxpayers will need to approve and expense at least at a minimum I figure $2-Million right off the bat in order to set-up our very own Kent County Animal Shelter and Animal Control Program? I have heard that the Kent County SPCA has recently washed their hands with the whole entire mess! Due to peddling by uninformed and/or misinformed Kent County Levy Court Commissioners and their Animal Rights Activist Allies who are either unable or unwilling to recognize nor deal with the entire scope of this problem! A County the size of Kent along with a City the size of Dover can not and might I repeat here can not go very long with out an Effective Animal Control Program! Like I said earlier we shall need I guess to bite the bullet and cough up much needed additional Kent County Tax $$$ in order to now set-up an effective Animal Control Program to be solely operated by our Kent County Government. My what I've heard this has all come to pass because of some very unreasonable demands being made by Animal Rights Activists through out our State of Delaware and their misinformed/uninformed Kent County Commissioner Allies seated on the Kent County Levy Court! By all accounts The Kent County SPCA has become totally fed-up with washed their hands with Animal Control now here in Kent County! If our ELECTED Kent County Levy Court Commissioners can not or will not deal with address this very serious public health issue shall us Kent County Voter's need to make changes there come this November's Election? Isn't this why we elect these gentlemen to serve on the Kent County Levy Court in the FIRST place? So as to provide leadership in addressing these serious issues/problems that may arise from time-time that are of a concern to Kent County Residents/Taxpayers/Citizens/Voters???

The county vs. KCSPA

    I just wanted to toss out my two cents on the recent developments between Kent County and the Kent County Society for the Prevention of Cruelty to Animals over the contract for dog-control services. Many readers are not going to like what I have to say, but here goes anyway: the KCSPCA should have no business doing animal control for Kent County. It is evident, from what I have witnessed and experienced in dealing with the KCSPCA, that this is an organization that has no regard for the people of Kent County.

    Keep in mind that, for years, whether intentional or not, the KCSPCA has been misleading the people of Kent County. Most people think that Animal Control and the KCSPCA are two separate entities, when, in fact, they are one and the same. In addition to that is the fact that although they investigate (and I use this word loosely here) complaints of animal neglect and abuse, and issue citations and fines for violations of the county’s code regarding animals, they are not, despite the conception of most people, official code enforcement for the county. Despite the fact that animal-control officers hold rank and issue and collect fines, they are not law enforcement, and so far as I can tell, are not required to take any form of law-enforcement training.

    No matter what any of the ACOs from the KCSPCA may say about vicious dogs and no matter how many animals have been put down because an ACO has deemed them vicious, in Kent County, no ACO has the authority to deem a dog vicious. That authority lies in the hands of a panel established in the state code.

    The power of the KCSPCA has gone unfettered, unchecked and unbalanced for far too long. Now, they are claiming that, although the organization has been poorly managed for several years now, it is the county government here inKentCountyand the government of the State ofDelawarethat caused them to go bankrupt last year because the two governments didn’t give them all the money they wanted. [“Kent SPCA spars with county over money, role – Agency seeks more funds while questions grow over its business performance,” article, June 10] To me, this is much akin to a child that spends all his weekly allowance on candy, then begs his parents for more money to buy something else. At what point is it time to put the foot down and say, “Enough is enough”? I say, now is the time. If any of our county commissioners happen to read this, I beg you, please DO NOT renew the KCSPCA’s contract for dog control; tell them enough is enough.
