Wanted ex-Kent County sheriff Hidgon arrested

HARRINGTON - A former Kent County sheriff was arrested Sunday for DUI and being a local fugitive, the Harrington Police Department said.

James A. Higdon Jr., 59, of Dover was detained by patrol officers in the Midway Shopping Center parking lot, police spokesman Sgt. Earl K. Brode said. He was wanted on an active capias issued by Kent County Superior Court for failure to appear on a violation of probation hearing, police said.

While speaking to Mr. Higdon, police said, officers smelled an odor of alcohol coming from him. He also began complaining of chest pain, police said, and was transported to Milford Memorial Hospital for treatment and a blood draw for the DUI, police said.

While at the hospital, police said, Mr. Higdon was arraigned by the JP Court 3 via video teleconference and committed to the Department of Correction in lieu of $500,000 cash bond.<
